Regular Session
June 13, 2017

The Mayor and Board of Aldermen for the Village of Dixie Inn met in regular session on June 13, 2017 at 5:00 p.m. in the Village Hall, Dixie Inn, Louisiana with the following members present:  Mayor Kay Hallmark-Stratton, Aldermen Nell Finlay, Donna Hoffoss and Judy McKenzie.

The meeting was called to order and the invocation and pledge of allegiance were given.

There were no public comments for the agenda items.

A motion was made by Donna Hoffoss and seconded by Nell Finlay to adopt the minutes of the regular session of May 9, 2017 and the special called session of May 24, 2017.  Vote on the motion was unanimous.

Financial statements for May were adopted on a motion by Nell Finlay and seconded by Donna Hoffoss.  Vote on motion was unanimous.

Department Reports:

Mike Chreene reported there are some issues at the Dorcheat Street lift station with the floats not functioning as they should.  Mike is pricing an upgrade for the electronics at the lift station for measuring water levels.  Cost will be approximately $7,000.  More information and quotes for repairs will be presented at next month’s council meeting.  The barbecue pits for the children’s park have been repaired at the children’s park. 

Chief James Edwards reported there were 16 documented service calls from May 9 to date.  Report given of hit and runs, thefts, arrest for alcohol violation, drug arrest, business alarm, adults contributing to delinquency of minors, disturbances, parking lot accident, resisting an officer, along with several calls such as unlocking car doors, 911 hang ups, harassment, etc.  Chief Edwards reported the camera surveillance system in the Village Hall and water yard have been upgraded.  Chief Edwards is checking into the cost of possibly having a First Aid Class for those interested.  Alderman Nell Finlay suggested a class for human trafficking. Chief will also do some checking on this type of informative class as well.

Alderman Donna Hoffoss said someone had asked her about the Village’s mosquito spraying schedule.  Mike reported that mosquito spraying is done once a week during the warmer months as weather permits.

Mayor Kay Hallmark-Stratton reported that she, clerk Dana James, and Chief Edwards had attended the Records Management Class in Arcadia. 

New Business:

Mayor Stratton said LMA District meeting will be on June 28th at Presbyterian Church in Minden and LMA annual conference will be held July 27, 28, 29 in Shreveport at the Convention Center.  She will need to know by June 29th who would like to attend the conference in order to register all who want to attend.  Alderman Judy McKenzie and the Mayor will be attending the Webster Parish Police Jury sales tax meeting on June 15th.  Mayor Kay Hallmark-Stratton introduced the 2017-2018 budget ordinance.  A motion was made by Nell Finlay and seconded by Donna Hoffoss to hold a special called meeting to amend the 2016-2017 budget and adopt the 2017-2018 budget on June 29, 2017 at 12 noon at the city hall.  Vote on motion was unanimous.  A motion was made by Donna Hoffoss and seconded by Judy McKenzie to adopt the Minden Press Herald as the official journal for the Village of Dixie Inn.  Vote on motion was unanimous.  A motion was made by Nell Finlay and seconded by Donna Hoffoss for large trash item pick-up dates to be set for the 1st and 15th of each month.  Vote on motion was unanimous.  A notice will be sent to all Village residents of these large item pick-up dates.  A motion was made by Judy McKenzie and seconded by Nell Finlay for the Village Hall to be closed on July 3rd.  Vote on motion was unanimous.  Chief Jim Edwards quoted a price received of $1359.16 to purchase and install a wireless security camera system for the children’s park which would include two cameras.  A motion was made by Nell Finlay and seconded by Judy McKenzie for the purchase and installation of the wireless security camera system.  Vote on motion was unanimous.  Chief Edwards said Guardian Alarm has quoted a maintenance protection plan for our current alarm system at the Village Hall which consists of a $25 per month fee and a $35 per trip fee for the plan.  This would include replacing batteries, checking sensors, etc. as needed.  A motion was made by Judy McKenzie to purchase the maintenance protection plan with Guardian Alarm and seconded by Nell Finlay. Vote on motion was unanimous.  The Village has 3 families that have signed up and qualify for the Food Bank so far.  First distribution date is set for June 20th.  Mayor Stratton discussed a letter received in 2013 in regard to the safety of playground equipment and liability insurance.  She would like to have an insurance representative to come and discuss safety issues on the park and equipment and liability cost before new equipment is purchased.  Brad Graff with Cothren, Graff, Smoak Engineering, Inc. has submitted the application for the LCDBG grant for upgrade and repairs at the sewer plant that Mayor Stratton signed.     

There being no further business, a motion to adjourn was made by Nell Finlay and seconded by Donna Hoffoss.  Vote on the motion was unanimous.
